Tank heater.

There seems to be a sort of white powdery material forming on the section of the heater where the wire joins the unit inside the tank.

Is this ok, or should I clean this material off?

If I need to clean it what is it and what's the best way to do it? Do I remove the unit or would it be ok just to loosen the material and remove with a gravel cleaner?

This is simply a small calcium build up. It will not hurt the heater in anyway, but I would clean it just the same.

Simply unplug the heater, wait 20 minutes or so for it to cool down, take the heater out of the tank and rinse it under cool water.

The deposits should come off with little or no difficuly at all!!
