Tank Gravel And Palnts Covered In Black Algae

I have a large 5 ft outdoor tank, well cycled with very good filtration and goldfish been living there happily for a few months Black hairy algae has suddenly appeared and covered all rocks and artificial plants. What is it and is it toxic to fish? How do get rid of it?
