Tank For Fish

I got a 5 gallons tank and i put a male betta in it. and is it bad if he is like layin at the bottom ? he was swimming around at first but now hes just layin at the bottom... and wat temperature should the water be
 
Is the water de-clorinated? Is there any filteration? What is the temperature? Are there any other fish in the tank?
 
Water temp should be between 75 - 80 degrees farenheit, Water should be conditioned before adding betta, are there any decorations? If so did you rinse them and any gravel you may have in there really well before adding fish?
 
yea i de-clorinated the water.... but my fish almost died today...i put it in a small cup for a little bit while i was fixing the tank stuff up and like he jumped out and i didnt kno because i left the room for a sec and when i came bak my lil bro goes your fish is dead i was like nooooo and i looked and it was on the ground not moving it went like 10yards or so from the cup i put it in i was like how did it get so far but i figured it must have flipped and flopped there... i felt bad...
 
Ok, one question down, three to go!

What is the temperature of the water (if its too low, could be making him sluggish)?
Is there any filteration (high current could stress him out)?
Are there any other fish in the tank? (other fish could be stressing him out)?
