Taking up floor space - how much is okay?

I have my 20 gallon long set up now, no water or substrate in it yet, but a few decorations. My question is, how much floor space is it okay to take up? I was thinking about having cories, but may do otos instead since I feel like they need less actual swimming space on the floor since they mostly hang out on structures (at least in my experience).

I'd say with the way I have it set up now, about 60-70% of the floor space is taken up by decor, with space being open in the front-center and one of the back corners. One of the decorations is a rock-hidey-hole that they can swim through, so maybe I shouldn't really count it as taking up floor space - and there are parts of the other decor that curve upwards so fish can fit under it (and of course inside of it).

I can take things out, but I kind of like the way it looks now, and there are tons of hidey spots for the fish.
