One of my baby guppies keeps swimming normally and then every once in a while he will stop swimming and go straight up and down and then start swimming again...is this swim bladder disease? Can API melafix treat it? and if it's not swim bladder disease should I treat it with melafix, anyway as a precaution?

I'd just watch it and not treat with anything yet.
Melafix is really only good for stopping fungus and finrot developing after an injury. It won't cure swim bladder problems; which can have few different causes anyway, from 'dropsy' to internal bacterial infections to constipation.
