Swim Bladder Disease?

My Black Moor keeps floating to the top and swimming into the corner of my aqarium, he keeps going lop-sided and drifted upside-down to the left, is this swim bladder?

If so, what measures can i take to cure him, symptons started today

How many gallons or litres is the tank.
How many fish and which type.
Water stats in ammonia, nitrite, nitrate, and ph.
What do you feed your fish.

Cook some frozen peas for a few minutes, let cool down, pop out of shell, mush between fingers into small bits and add to the tank.

The ph is 6.5-7, besides the black moor, there is on other telescope eyed goldfish

the tank is 7 gallons, both fish are 1.5-2 inches long (1 gallon per inch rule)

I'm not sure of the ammonia or nitrate/nitrite levels becauase i need to buy a test kit, but i did a 50% water change today, and treated the water.

I feed commercial goldfish flakes only
 
The tanks overstocked for a 7 gallons.
The first goldfish alone need 20 gallons then 10 gallon for every other goldfish added.
So you need a 30 gallon tank and a 60 gallon filter as goldfish are massive waste producers,

I would rehome the goldfish the tank way to small for them.
Bad diet they need more frozen foods and veg in there diet.
