Swim Bladder Again?

i bought 2 new fish yesterday to put into my new 10 gal (which cycled fishless for a week- then a week with fish) the only prob is that my new fish are showing signs of swimbladder in this tank too. they both were very active in the petstore tank. i also know that swim bladder can lead to secondary infections and/or diseases. my tank parameters are good and they are only in with a small common plec and 2 very small albino cory cats.
what could be causing this too keep happening? it happened with the first tank i set up. the only difference is that i had ammonia problems with the older tank.

tank stats

ammonia: 0
nitrate: 0
nitrite: 0
hardness: 180ish
alkalinity: 40
ph: 6.6-6.7
 
Overfed and/or has eaten spoiled feeds.

i bought the food brand new from the pet store when i got my first tank about 3 weeks ago it has numbers on the bottom of the can that i don't know what it says or means or even what it's for.

the numbers are (exactly as i see them)
031095 (is that the expiration date? or the canned date?)

if so that is the prob and they had an old stock in the store, my other fish are fine in my other tank and i feed them the same (same food and same amount of it-in proportion to the amount of food they can eat)

i feed my bigger (more fish) tank 2 pinches twice a day
i feed my smaller (less fish) tank 1 pinch twice a day

both fed once in morning and once at night around 9-10 am and around 6-7 pm
are they too close? should i bump it down to one feeding?

this only happens when i first add fish to a tank. they are just showing that backwards swimming and darting motion they aren't at the bottom or clamping fins. but they just sit there and don't swim around. all of my other fish are fine and i give them the same food.
 
Try shelled peas and frozen daphnia.
