Surface film

Well i thought everything was going well and then the algae hit me like a ton of bricks and i'm back to square one with a post in the planted tank section :(

But this question is not about algae instead it's about a strange surface film that has appeared over the last week or two.
I've tried checking after water changes and it clears for a day or so then returns although the fish appear to be very healthy.
I have also thrown a spanner in the works in relation to working out what when how due to adding a second Hagen Co2 unit and a new eheim 2213 filter around the same time both i which could be contributing to the problem but i don't want to mess with them too much to find out which one it is.
The only other thing that i can think of is that when i had my old filter a fluval 4 with spray bar, the water was being moved by the spray but with the eheim i have dropped the bar down and turned it to the back glass so that the water just ripples slightly.

Any suggestions as to what is going on here?

I get that too if I fill my small tanks up too high. It's just a lack of surface agitation. When I lower the water levels the surface agitation increases as the water from my external power filters hits the surface.
 
Yup it happens to me as well on the tanks that don't have enough surface aggitation. They are supposed to be protein films. They do break up quite easily once you lower the water level.
