Sufficient Light High Or Low ?

i have just checked out my lights...... I have 2 42" 40w T8's on my juwel rio 240l i am assuming 50 gallons after displacement by decor etc one is a warm tone and the other is white. My question is , is this considered low or medium lighting, i'm fairly certain it's not going to be considered high lighting as these are standard lights also I have plain gravel substrate and thought to dose with liquid plant food (it's cheap stuff and only says contains trace elements, doesnt list what these are) it was bought from pets at home and is their own brand. so with this in my mind which plants will grow in this kind of set up.... i already have anubias barteri, pygmy chain swords, ergia densa (i think) but it is the standard weed some java moss, I have no java fern at the moment but thats on the wish list, never had much luck with it before as where i buy it from it has next to no roots at all and is sold as a bunch with tiny bits of rhizome and it always gives up. finally will i be ok with this cheap plant food or should i get something better bearing in mind budgets are pretty limited. All your advice will be greatfully appreciated as always

oh i also have what i have been told maybe a crypto wendtii
 
i have always tied the rhizome down and never planted it in the substrate, but the sections of rhizome have always been very small,maybe 1/4 inch or so with very little root, the leaves have always died off before getting established, so next time i will be looking for a more established plant with an existing root system
