Substrate Question

Hi all,

I am planning on setting up a planted tank (low tech) I have my eye on a Fluval Roma 240, which comes with One Power-Glo Fluorescent Aquarium Tube 40W
One Aqua-Glo Fluorescent Aquarium Tube 40W. Spent a fair while reading up but one thing is confusing me, I want to use sand in my tank but do I need to add a base layer of anything else? If so any recommendations?
