Substrate For Planted Tank

i really want to do up my turtle tank, at the moment it just has a gravel substrate but would like to know if that would be suitable for growing aussie native water plants, i would like a heap of val's up the back and some other smaller pants towards the front, and suggestions, also has rainbow fish, threadfin rainbows, blue eyes and gudgeons in it

Does the turtle not eat the fish? I heard they will if they can catch them?

Also my friend has a turtle and it rips up everything so things could get a little messy
I'm no expert but it doesn't sound like a good plan to me

the turtles have been in the tank a couple of weeks now with firetail gudgeons for feeders and didnt touch them, also they have not done much damage to the plants so i'm gonna give it a go
