Substrate Floating

So after 6 months with my old tank setup I decided to completely clean out the tank and everything in it. I had gravel before but decided to use topsoil and sand. I put the topsoil in first then sand on top (after carefully cleaning both). Now some of the topsoil is floating mid-tank and at the top of the water. Any suggestions on removing it, specifically from the top as the siphon doesnt work up top.

I've been trying but theres no way Im going to get all of it...I turned my filter on which seems to have helped a little. I remember reading about something I could buy to clump the particles together making it easier on the filter but I forget what it is called
