Stunted Fry?

i have a swordtail fry here that is about 5 weeks old. when born he was about 6mm and now he is only about 10mm..???? he should have grown much more than this. he also swims on his right side a bit. he has done this his whole little life. he eats, he swims, he plays etc just swims on his side. im worried about him between that and the lack of growth. any ideas? cant get a good pic of him sorry. water stats are 0 for everything except nitrates which is 5 and pH is 7.2. he is in a 60L fry tank and gets fed a variety of foods from ground up veggie flakes, tropical flakes and livebearer food, shrimp pellets, algae wafers (the last two are given once a week each) and a mix of frozen foods including bloodworm, brine shrimp and mysis shrimp. temp is 26.5 steady as heater is in the tank.
 
Well it sound like your doing everything correctly, I'll just put it down to being a runt and that it will never develop in to anything special.
 
I agree with helterskelter. It's not uncommon to have a runt in a batch of fry of livebearers. I have one myself in my latest group of Platy fry.
