Stubborn bout of popeye

PLEASE someone help me with this. My mom has a goldfish (young, only about 3 inches) who developed pop-eye. She's been doing water changes 2x's a week (the tank is filtered), has an ammonia nuetralizer in the tank, is treating with Maracyn for popeye, and has reduced the quantity of food she is feeding to keep him from producing as much waste. Its been almost two weeks and it is getting worse, not better. I need better tips on how to treat this than I'm finding. Any experienced people who have treatment tips for popeye? I'm really desparate; we've tried everything we've read about and he just won't get better. I'm afraid he's going to die from it.
 
When both eyes bulge it is most likely the result of a dropsy. However, highly alkaline water can cause a fluid build up around the eyes or dropsy. can you describe what is happening a bit better? is it one or both eyes? has it got any red around around it or just looks like a couple of bagels? is the body swollen or pineconing at all? and if you can get the water tested that would help to see if something is happening in the water.
 
The condition is in both eyes, and basically is just making them protrude with slight redness under each. The fish is active, alert, and eating well, and has no signs of dropsy (I've dealt with dropsy before, and this is def. just popeye). I found a very good website on the topic, so I think I've figured out a much better plan of action, but thankyou for the feedback. This topic could probably be locked/disposed of now as I managed to find what I was looking for on a reputable site by a person who wrote a book on fish care.
I also found that she was leaving the carbon in the filter while medicating, which is probably why it wasn't working ::sighs:: she doesn't listen very carefully or read labels (heh).
