Stray Voltage Can't Find Cause.

Discovered i have stray voltage when i put my hand in the tank as i have a small cut on my finger its a fresh water aquarium.
Did the usual checks by switching things on one by one but every thing gave a reading! pump lights heater,air the lot!
thought the meter was dodgy so tested the other tank but that was fine3 vlts.
Changed over extension cable used different sockets tried some of the equipment from my other tank as soon as they were switched on in this tank the readings went right up
Have put an earth probe in for now don't know what else to do its as if the whole tank becomes live when any thig is switched on its a jewel trigon 190
HELP
 
It could be any of your electrical equipment.
Does the extension cable has a power surge thingy bob.

Any fish darting or have bent spines.

The two silver sharks are running up and down the tank the others seem normal apart from the odd flick as i have had to treat for ich.
put my finger into check nothing this time, weird
it seemed to increase with each piece of equipment i switched on.
 
is it a static shock?

if not i would switch of all electrical equipment at the plug and then turn it on one at a time...i think it could be the heater with it only happening occasionally.
 
Tried what you said but even chopping and changing the equipment didn't make a difference.
Seems to leap as soon as any thing is switched on.

have now bought a new powr pump as that seemed to give off the highest voltage every thing seems to have settled for now.
have a ground probe on just in case as well as a cut out device.
just seemed so strange.
