Strange epidemic

I'm very puzzled by the strange epidemic that's going on in my tank. I recently purchased a new 15 g and transfered my fish, equipment, and gravel from a small established tank to the new one. All was fine for about 2 days. I then decided to change the gravel for a non-colored version as I thought this would be better for the fish. The gravel was purchased from a lfs and the rocks were purchased from a supplier that stated that they would be safe for the aquarium. After 2 days with the new set-up the fish began dying. By the end of the 3rd day I lost all the fish. They were covered with ICH like spots and fuzz. All of the water parameters in the tank were fine.

I cleaned the equipment and tank and added fresh water. The guy at the LFS said that I should recycle with Danios as they would be the best to handle the new cycle. Within 1 hr the fish were acting strange and within 6 hrs one had died and the other 2 are near death.

Does anyone have any ideas as to what is going on?

What are your water stats? (ammonia, nitrite, nitrate, etc.)

ammonia =0
nitrite, nitrate not sure. I didn't have a test kit for these
