Pair of rams and neons would look good.
You cannot have a parrotfish, I think it might';ve been a Blood parrot, but I heard they grow 10+ inches!

If i were you id use black sand and a black backround... would look pretty sweet. What type of fish do you like? If it were my tank id probably use it for a brackish tank with some figure-8-puffers.

My experience with colored gravel is that it doesn't fade, but if algyu set on it, you'll have a terrible time getting it off, and It looks bad.
I'd go with a lighter more natural look If I were you.
neons are bright and kinda colorful!
