If its higher than wider its going to have to be small fish as larger ones wont have the space to swim side to side.

How about a group of corys for the bottom, a trio of otocinclus for cleanup, a school of marbled hatchets for the top and a school of one type of tetra for the middle (my favourites being rummy nose, cardinal and glowlight or harlequin rasboras but any that grow 1.5 - 2 inches would be fine). You could also add a few shrimp.

your best bet is a butterfly fish fro the top stick a few floating plants and it will be happy, cory's woll be fine for the bottom, glass cats would be good for middle layer
