2 Dwarf Gouramies
1/2 Moonlight Gouramies
6 Harlequin Rasbora or Serpae Tetra

How will that work?

Yes, but I would skip the Dwarf Gouramis, since there will be aggression if you get two males, which you probably will, since most per stores only carry males due to their coloration. Instead, stick with one moonlight gourami and increase the rasbora or tetra shoal to about 12:

25 Gallon

12x harlequin rasbora OR serpae tetra
3x yo-yo loach
1x moonlight gourami

I think that will work out fine as long as you have good filtration (moonlights are big poopers) I wish you luck!

I'd say the yoyos are too big, they can get to 8''.

I know that serpaes can be BIG fin nippers, even when kept in schools of more than 6, so they may pick on the gourami.

I would suggest the rasboras instead of the serpares.

Maybe you should switch the yoyo for zebra as zebra is alot smaller once they reach their max size. And yoyo r very aggresive they fight my clown all the time .
