Hello i am going to be setting up a fairly heverly planted 'small fish' tank

it is 36"L/15"W/18"H and come in at around 40G (150-160L)

i would like to keep

6. Neon Tetra
6. Glowlight Tetra
6. Zebra Danio
6. White Cloude Mountain Minnows
6. Corys of some sort
3-6. Otos

opinions welcome and am hoping for ppl to stear me in the right direction
if this will not work

I would say you were border line myself...may be a little over stocked....I'm not too sure...there again, I'm only researching myself at the minute while my tank is cycling. I think the rule of thumb is 1" of adult fish per gallon for the usual smaller fish. It wouldnt apply that you can put a 10" fish in a 10 gallon tank though!
 
Have you cycled your tank to make sure it's safe for fish?
Personally i think thats good stocking options and good community fish thats provide little waste, but reduce the ottos to about 3 or 4. Also, Ottos can be delicate so look for ones with round bellies at the store and make sure they get plenty of greens once in your tank(through algae, live plants, and veggies like cucumber).
 
Sounds alright, dont forget to add them slowly(2-3 fish at a time) with only a few intially if you are going to cycle that way(or havent already cycled with no fish). Remember adding fish fast will generate nasty ammonia spikes that can be harmful to fish gils. As suggested above not too many otos....4 id suggest.

Id be a little cautious adding Zebra Danios, they can be a bit agressive and would be of some concern being placed with Neons and Glowlights: maybe look at another species here. The are very dominant in the pecking order and i find are usually more trouble than they are worth. Maybe another tetra species or increase your tetra shoal size(they love numbers).

Also look after the WCMM's closely, they tend to like temps in the lower range of the "tropical" range as they are from mountain streams and can, on occasion, suffer and not show full color in a community with too high a temp.
