2 things - angels eat neons. Sometimes they dont (I have an angel that has no interest in my neons) but they are thier natural food in the wild - so it's quite a big risk.

How do you know the angels are all female? They are next to impossible to sex unless breeding. Also, I'm not sure if females get on with each other anyway or are less aggressive than males.

What are the dimensions of the aquarium? That is equally important as volume.

It will not work because:
* angels are normally too aggressive (regardless of sex) to be kept in groups under 6+ (with the exception of 1 single fish or a mated pair)
* young neons will be eaten by adult angels, but neons *sometimes* work if the angels grow up alongside the neons

So my recommendation for a 120*45*45 cm aquarium is..
* 15 panda Corys
* 6 keyhole cichlid OR bolivian ram (because unless you buy mated pairs, it is better to let the fish pair off themselves another option is to buy 6 of each and sell 4 of each once you get a clear pair or to buy a mated pair of each species)
* 30 neon tetra

If you are determined to keep angels, which I do not recommend unless your aquarium is 4ft long and 2ft tall, this stocking should work:
* 15 panda Corys
* 6 angels
* 30 cardinals or any other large tetra
* pair of Bolivian rams (note above about pairs)

In that case,

* 15 panda Corys

* 30 cardinals or any other large tetra
* pair of Bolivian rams (because unless you buy mated pairs, it is better to let the fish pair off themselves another option is to buy 6 and sell 4 once you get a clear pair or to buy a mated pair)

The keyholes might fit as well, but I'd go by the feel on that, once the tank is up and running, and the Corys and cardinals are in.
