My betta has been suffering from fin rot and he seemed to being doing better with the melafix. I did it for a week and it seemed to help. Now its back and worse. Should I put tetracycline in the water. Is that what he needs. I do 50% water changes every three days and 100% on the seventh day. I thought the water was clean enough. I've even been putting the salt in.

Yes use the tetracycline that should clear it up, melafix is only good if the finrot hasn't progressed.

Thanks Wilder! Will try to get some tonight. I know I should obviously read the directions on the meds, but in your experience, how long does it take to clear up? How long for his beautiful fins to come back??

That depends on the fish so can't answer that, sometimes bacterial finrot can be a secondary infection, but antibiotics are good meds, so at least you have excess to them, and should clear it up in no time.
Once a fish has had finrot they are prone to it coming back, so keep water quality in tip top condition, good luck.
