Starting (Almost) From Scratch

I have a 60 litre tank which has been established for about 4 years. Over the last few months, stocks have dwindled, I guess a lot of the fish were getting older. It got down to 2 x ray tetras and 1 bristlenose plec and I wondered whether to shut the tank down, or try to rebuild.

I have decided to rebuild so I did a good clean and big water change today, and I have added 4 cherry barbs and 3 otos, plus a couple of assassin snails to try to control a nasty snail infestation. I also replanted as a lot of the plants were old and ragged.

I just wanted to check whether this sounds ok for the eventual stocking:

6 cherry barbs
3 otos
the BN plec (4 years old and still going strong)

I also want to add something for the higher levels of the tank and was wondering about dwarf/honey gouramis or maybe some guppies. What do people think? I will add the additional cherry barbs and whatever else I choose in a few weeks once the ones I added today have settled in.

The only concern I can think of is whether or not the otos will have enough natural food to eat. My understanding is that otos really don't do well with algae wafers, etc. They really need live algae to eat on other items.
