Is this a flower stalk or is it how swords reproduce? I have no idea!

I believe (and I only learned this here on the forum myself) that it is a runner, which is how the plant reporoduces. Baby plants should grow from that runner.
 
The runner grows vertically (that's how it's growing now)? Or should I bend it so it goes down into the sand?
 
When it has a good root system, cut it from the main Plant and re-plant it! Bingo!! A free plant, I do it all the time!
 
In natural settings, the runner is at substrate level, with the loose substrates normally found in aquaria, they have a tendency to float free, when it is long enough so you can see where the plantlets are forming, anchor the runner to the substrate with a stone or similar. Eventually the plantlets will root and anchor it.
