Is it round and look like it is sticking out? Is there any way you could get a photo up?
 
It looks bacterial, any circling of white around the red spot.

Don't no if its me but near the eye can see another pink patch with two white edges is it the pic.

I took pics. heres the pic with him the closest, yet you cant really see the spots because they are so tiny.

Are the spots red pin head size.

Red spots on skin can be caused by:
Regarding the small red dot, small pinprick like haemorrhages (called petechiae) can be due to a local lesion, a generalised septicaemia or toxaemia caused by acute viral and bacterial infections.
 
Well there is only one red spot per pectoral fin that is like a milimeter large and thats it. Just the tiny area where the fin and body connect (These fish have stick like fins).
 
Can you issolate the fish.
It does sound bacterial.
Any signs of flicking and rubbing.
 
He is not rubbing at all and what do you mean by flicking?
 
When the rub and flick on things in the tank.
 
Nope not at all, he is swimming in open space with no problem.
 
I would issolate him and use a bacterial med like marcyn plus, or maracyn one and two.
