For the Keyhole cichilds... I would say that if you desperately wanted them that much, you would need to rehome some fish... personally, I think they would be ok if you moved on the glass cats and the ram if your tank is sufficiently over filtered. If you have a filter aimed at 300L then I probably wouldn't risk it but a nicely filtered tank with a filter aimed at 400+ litres I would do it.
As for reporting an aquatic shop to the RSPCA, it is an utterly pointless report, they wont do anything about it, we all already know the RSPCA don't care about animals unless it has fur (or scales in which case they are more than ready to support the animal activists).
If you have a problem with a shop, you need to report them to the council that provides them with their pet shop license. If they are reported, the person who issues them with the license is forced to then act on the report and pay a visit to the shop, often with a vet to verify the claim. Resulting in shop being temporarily or permanently closed or given a severe warning and a list of things they need to do before next visit in a weeks time.
All shops *must* have a copy of their pet shop license on display for customers and on it will be the name and address of the person that issued the license. Just copy down that address and write to them.
