skimmer-do I need one?

Is there a good way to tell if you need to run a skimmer? For filtration I am using 25 lbs of live rock and HOB with chemipure right now, and I just added 2 fish last weekend. My parameters still look good, but I have noticed a film on the top of my water. Is this bad? If so, would a skimmer reduce this?

If I need one, is this a decent one?

I wouldn't have thought so, regular water changes and tank maitainence should do the trick.The white film keep an eye on it .

Sometimes it can be something really silly like something that was on your hand when you put it in the tank.My BF is always telling me off for that.Handcream,after washing up etc.
