Silver Tip Tetra

Hi i need some help with my silver tip tetras. Basically i have four silver tips and 3 have problems. The other 5 have died over the past 5-6 months. 1 has a red blotch or lump forming near the anal fin and 1 has a white lump which now looks like it is open at the side of its body. It also looks quit fat. And the third one is very fin. Anyone have any ides what it is or has anyone experienced it. :unsure:
 
I have a juwel rio 125. I ve had the tank set up for about 2-3 years and just added the fish in to an estabilshed tank.

Size of tank in gallons or litres.
How many fish and which type.
Water stats in ammonia, nitrite, nitrate, and ph.

It sounds bacterial but want to make sure.
Any signs of flicking and rubbing, excess mucas, darting, or erratic swimming.
Do the lumps look hard or soft like filled with fluid.
Do the lumps resemble a cauliflower or a cluster of eggs.

The third fish do you mean thin.
