Sick Platy?

I have 6 sunburst platy that I bought around 2 months ago. I have about 20 other fish in my 38 liter tank.

One of my sunburst platy has been swimming around like crazy. In the tank it swims from one end to the other, and up and down very quickly. I put it in a seperate water bowl (my makeshift hospital tank :D) thinking it's sick or something and the platy has been trying to jump out of the water bowl.

I have included a photo and (will include)video of my platy. Does it have ick (my other fish had that not so long ago) or some other disease?

Im afraid 20 fish in a 38L tank is probably way overstocked even if they are juvenile fish

Do you have a water testing kit? Have you tested the water for levels of ammonia and nitrite?
What are the parameters of your tap water?

What sort of filter do you have and did you cycle it?
What temp is the water?
What is your maintenance schedule for your water changes, volume, frequency etc?
 
26 fish....

I'm afraid you have too many fish in your tank. They will be more prone to disease and you will probably lose some as they will be fighting for space.

Is that US gallons?

Well thats a relief!
Have you tested your water?
Did your fish have ick or are you not sure?
How is the platy and the rest of the fish?
 
On the video that fish seems seriously stressed out. Are any of the other fish doing this...

Have you done water testing... This needs to be done so we can have a look :)

You're not overstocked. Do you perform weekly water changes? Test you water, then do a 50% water change with de-chlor and same temp. water.

Repeat the next day(if ammonia was present in the test)
