all constant since november 2010

Fish Symptoms: 10 neon tetra's (used to be 15), most suffering from small white outgrowths, mostly on the bottom 'lip'.
Some also have whitish spots on their body (not itch; too few spots, too fuzzy and too large), one has an eye that's slightly protruding (but it's the same diameter still).
The fishes worst affected have the most spots and also have some white edged fins (fins get shorter very slowly). Worst case has slightly curved spine
All are still eating and very social, they still swim towards each other. They're not restless and come up for food!

Volume and Frequency of water changes: 1/4 every 2 weeks

Chemical Additives or Media in your tank: water is Osmosis water mixed with tap water to get the right softness. Acidity is added with a little JBL Ph-Minus (to get to 6.5)
This has always worked like a charm, fishes have been happy for quite some time (Otocinclus not sick, eating, alive for 1year+; Cory trilineatis, healthy)

Tank inhabitants: 10 neon tetra ( >7 sick); 4 otocinclus macrospilus, very healthy; 2 corydoras, healthy, now enlarged, looks like carrying eggs!

Recent additions to your tank (living or decoration): none.

Exposure to chemicals: none.

Digital photo (include if possible): not possible. stupid flashy fast swimming neons :)

even if the original cause was an ammonia spike (which i missed), the fish have been getting sick slowly for a few weeks now.
because i thought NTD first, i was going to let nature take its course.

Somethings though have started me to doubt it would be NTD. any ideas?
 
Unfortunately (or fortunately, whichever way you want to look at it) i'm not that knowledgable on Neon Tetra Disease, but i'm sure the more established hobbyists amongst us can answer your question...
One thing i can see though, in my opinion, is that your water water changes are not frequent enough.. 50% fortnightly is good practice, 25-50% weekly is excellent practice.

Fiddling around with the iso values on the camera worked wonders. prolly gonna update in the weekend

The guy from my lfs (its a simple 'zoomarkt', but the guy knows his stuff as he's a passionate fishkeeper himself)said it was most probably NTD...
