Sick Goldfish?

I have 2 goldfish in a tank and a few weeks ago one (Angel) started getting a bit lethargic (lying on the bottom of the tank, hovering motionless etc). Recently the other one (Kappa) became a bit lethargic, except he's worse. He'll hover motionless in the water for up to 20 minutes, and then drift off to hover somewhere else. This morning he did something very unusual, he jumped out of the water! I closed the lid on the tank, but he only did it twice and then went back to normal. Can anyone tell me what's wrong with them?
 
Need to know quite a bit more first. Jumping is usually a sign that pH is not correct but not always. I would advise you very quickly do a 50% water change as there is obviously water quality issues. Can you let us know a bit more:

What are your ammonia, nitrite and nitrate levels at?
What pH and temperature is your water?
What size is the tank?
How long has it been set up for?
How long after you set it up did you add your fish?
How did you cycle your tank in preparation for adding your fish?
How do you maintain your tank on a weekly basis?

You need to answer the above questions to help you.
Jumping also can be a sign of bad water quality.
How may gallons is the tank.
How many fish and which type.
