Ok, will try to help you but need a bit more info on your situation first :thumbs: ;

a. How many gallons does the tank your goldfish is in hold and does he have any tank mates and if so, what?
b. Does the tank have a filter and what is your average tank maintanence cleaning regime and how often do you do it? Do you use dechlorinator or any other chemicals?
c. What did you test your water for and was the salt plain old salt or salt designed for aquariums/fish?

when you change the water do you temperature match the water as putting in really cold water may cause blisters to form known as gas bubble disease. Also if you could take the fish out and run your finger along the bubbles do they crackle at all as if dry? Where are they mostly abut as dropsy has a symptom of blisters appearing along the lateral line.
