Sick Glowlight Tetra

I have a sick glowlight tetra but I don't know what is wrong with it. It has been swimming at the top ot the tank at the same spot without really moving. It has also lost its colour and has gone white. Does any one know what the problem could be.

what are your water parameters?
it could be many things but we need to know
if your water quality is good, if so then we can look at other causes.
