Sick Fish With Bulgy Eyes

Help! One of my housemates fish looks dreadfully sick. He's got big bulging eyes with a cloudy film over them and he's floating upside down gasping. He's been trying to swim but can't stay the right way up and keep going manic spinning round and round in circles and then stopping and just floating. I've no no clue as to what's wrong with him but the other fish seem worried. There are two others like him and a load of tetras. I don't know what he is but he's gold and has a black dot near his tail and he's about an inch and a half long.

Does anyone have any suggestions as to what I can do for the little guy, I'm getting a touch panicky here...
 
He's dying sorry, how many gallons or litres is the tank, full fish stock in the tank, and water stats in ammonia,nitrite,nitrate,and ph, he has popeye if the eyes are bulging out, but if hes spining and gasping upside down he won't last long, can you issolate him.

Have you noticed any fish flicking and rubbing against objects.

:( Thank you, I figured things weren't good but thought there might be something I could do. He's isolated in a plastic bowl in the top of the tank with some of the tank water in it. I think the tank is 40 litres but I could be completely wrong and she's got about twenty fish in all.

I can't find her water stats kits having torn my living room upside down. I guess I'm just going to have to stay with the little guy until he gasps his last if there's nothing I can do :( :( :(

That link is exactly what he has... He's just spinning round and round now he's separated.
 
Don't need water stats i can see the probem, that tank is severly overstocked causing stress and desease, i would recommend a water change now on the tank, need to rehome the goldifish they are massive waste producers, the first goldfish need a 20gal tank and 10gal for every other goldfish added.
Can you name all the fish in the tank, as they are all going to die unless you start to rehome some.

You will have to end it's suffering, get a jug of coldwater and add some ice cubes to it, put the fish in a small container and tip the cold water over it.
Then make a thread in the beginners sections and they will advise you on your stocking.
