Sick Betta?

I'm cross-posting from the betta forum because I'm really worried and I'm not getting much help over there -

Please read my thread below and offer any advice if you can:

Have you done a water change to the betta today? Or when was the last time you did a water change to him?

What size tank is he in?
How many times a day or week do you feed him?
Does his belly look bloated at all?
Possibly try turning the heater down to 24, he may be to warm and not feel like moving.

He's in a 18.5 litre which is just shy of 5 gallons, Last major water change was last Wednesday, (I usually change about 1/2 to 3/4 of his water weekly). Yesterday when he was looking ill I changed about 1/3 in the morning and 1/3 in the evening.
I usually feed him once a day - Hikari betta pellets or Nutrafin betta food, occasional pea and dried bloodworms
Doesnt' look bloated.

Not much change this morning...

Have you tried turning his temperature down at all? It may be to hot for him, that he is not used to it.

Yeah I did, still no change. I'm gonna change nearly 100% of his water in a minute, use some stress coat dechlorinator, see if that helps...

I find it so strange...usually bettas like it super warm, like 28 I'm told, so it seems very strange to me. I even stuck my fingers in the water to make sure he wasn't being shocked by the new heater as it turned on/off (its causing static in other appliances) but if he is, its so small I cant even feel it...
