Sick Acting Angel Fish

I have a beautiful angel fish that was doing fine and is about 4 inches across and is a marbled one. He has been acting like he is tired all the time and sitting on the bottom. He is not laying sideways but upright on his belly and he acts like he is too heavy to swim much. I changed the water and cut back on the food which is mostly chips and occasional flakes and dried blood worms. I only feed once a day and have had no problems with the water, the tank is clear, lots of snails, and healthy live elodea plants. Keep the temp in the mid 70's F. I don't want to lose him but he doesn't seem to be getting better. A week ago he acted more likd his usual self but then after a few days he is back to sitting on the bottom. Any suggestions?
 
Could have digestion problems. Feed him some peas (take off the shell). He could have a bacterial infection in which you should post in the Tropical Fish Emergencies part.
 
Have you checked your water parameters? Could you tell us what those are?
