Siamese Is Dying

Hi all.
My siamese is swimming up and down, then decides to live on the bottom of the tank for a few minutes, then swims up swaying from one side to the other, then going back down to the bottom. Any help is greatly appreciated!!!

how long have you had the betta?
how big is the tank?
what are your water parameters?

I have had the betta for about 16 months, a 3 foot tank and ph is normal

do you have any strong water currents on the tank?
i find my betta sometimes behave this way when close to strong water current.

not really, he just isn't feling too good i think. He was fine until the last couple of weeks.
