should i have fish?

Im having a tank just for breeding plants.

im currently just researching things about algae and wondering if it would be best to put plecs in there and apple snails?

but then id have to wait with cycling the tank if i were to do that. and more regular changes than needed etc

so i should? does ammonia and nitrites kill plants? is it okay to put then some plecs in an uncycled tank? because ive kept plecs before in my coldwater axolotl tank.
