Should I Get A Clean Up Crew

as above should i get shrimp or snails or both for my 5 gallon planted tank, my current stock is 7 green neon tetra and 1 betta can i add any thing else

ps one more question i saw a thread on here i think of a diy external filter for a nano but cant find it could some one post the linkupfor me

You're arleady overstocked.

Secondly, although Snails, Ottos and Shrimp can clean up Algae etc.. the Ottos and Shrimp will need more than just this in their diet. They also produce waste just like any other animal, so although they might eat some algae they will still affect your bio-load.
