Should I Change My Bulb/bulbs?

Hi guys, I have a 90 ltr tank with various live plants, they aren't exactly thriving but certainly not dying. Got a little bit if brown slime on some leaves and almost a 'fuzziness' on others?! I currently have 1 power-glo 15w and 1 aqua-glo 15w, my question is should I change one of these for a more plant friendly bulb??
Tank is a constant 24 degrees , ph is 7.5 and tank has been up and running for about 10 weeks.

If your plants aren't growing well you need to look at ferts, flow and co2. Stronger lights will just mean the plants need more ferts and co2.
