Severum With Eye Problem

Ive had the chance of getting a female rotkeil but the guy has said it has a cloudy eye. Anyone any idea what would cause this. We,ve only seen a photo of it and it just looks blind but would appreciate any advice.
 
Lots of things can cause a cloudy eye, easiest is if the eye has been damaged, scratches to the surface, this will usually clear up with good water and if needed an antifungal med. Poor nutrition and poor water quality can also cause cloudy eyes and I have read that old age can also cause it. If there is no infection and your water is fine and they have good food it will clear up, however if it has been left for a long time the chances are it will be permenant like a cataract. Usually not life thretening, I have a goldfish who was kept in a small tank and both his eyes were cloudy, dispite treating it as soon as I got him the damage was done and permanent so he is now completely blind, saying that he manages just fine and eats well and has grown considerably.

Thanks Star, Hope to get to see it and will question him a bit more. I know he got 2 of them about a month ago and one died so i,m a bit dubious

Sorry I cannot tell from the picture, however I am concerned there is no orange pigment around the eye, this would personally make me think its bacterial rather than damage, it could be permanent which would mean she would always have it, but I could be wrong its difficult to tell from the picture. Also she has lost the red shoulders its very faint. Do you have any idea how old she is? The damage to the dorsal fin looks like a bite rather than old fin rot sort of scarring, Is the pic taken in the other persons tank? just wondering why she looks like she is covered in air bubbles??
 
Yeh its taken in his tank he sent a photo. Shes 4 inches so i assume shes not adult.

At 4" she should be still a youngster then, hence the lack of red on the shoulders although would expect to see some, they should get to between 6-8", she could be stressed and producing extra slime making the bubbles stick to her, its hard to tell from a picture. If I were me looking to buy her, I would and have her in a quaranteen tank for 4-6 weeks make sure everything is ok and try an antibacterial med for the eye if it does look like an infection.
