Setting Up New Tank

I have just got myself a new tank a juwel 120 and was going to go with heating cable then silver sand then aquatic soil then some gravel with sand again and the decor would be slate and plants. also would the one tube be enought light for plants. would this set up be ok
 
I, personally would go with sand, instead of the gravel/ sand combo, since gravel vacuuming would be, IMO, a pain, and bottom feeders would prefer sand over gravel, though a mixture might not be that bad.

As for the lighting, just so long as you have the right wattage per gallon for the type of plants you are getting, it should be fine, though if at all possible, I would suggest that you change the hood or make sure to change the bulb often.
