Setting up a 20L for some Meleagris/Stappersi

I started on this a few months ago but then summer came, got distracted traveling and stuff, never got the fish ordered I was waiting on. My LFS had/has supplier problems. Anyhow it's all for the better as I'm going o break down my unused 10g that's been sitting since April and set up a 20g long instead.

Before I was set on Stapps but then was told 10 is too small for them so I'm going to give them a try in the 20, once I get it set up. I've looked through the site and online but couldn't find too much detail on the numbers/pairings for them.

So is one male to three to four females good or should it be more like two males to three to four females or some other combination? I would like two breeding pairs with enough room leftover to allow fry grow large enough to be moved to the 10 or sold to the LFS once they're bigger. One pair I can live with if that's all that will go but I'd prefer at least three to four fish if possible.

Also, is Tahitian Moon Sand too rough for them or will they be able to dig in it okay?
 
You can get away with two pairs in a 20 gallon tank, but ideally you would just have the one pair. They'll breed and populate the tank on their own anyway.

If you wanted to start off with more fish, it would be better to go with a polygomous breeder rather then monogomous.
