Here are the pics of the mildew

When I scratch it with my nails, it pulls on the silicone. I'm afraid to scratch too hard. Any ideas how to get it off?? I am literally outside in front of my work with my pants rolled up with a garden hose. It's a great day

Maybe a scrub tool for like dishes, with some warm water and vinegar?

Okay, I just got back from the store. I bought vinegar and bleach. I'd like to avoid the bleach if at all possible. I'm going to eat my lunch and try the vinegar. Any suggestions are appreciated.
