Here is a thread on fishless cycling . You won't be able to set it up in a week doing a fishless cycle. It will take more like 6 weeks to fully complete. Also a 5gal IMO is too small for neons, they also need a mature tank(one that has been running for a while). The only way to setup a tank in a week would be to use mature filter media from a already cycled tank. Then you add enough mature media to deal with the bioload, to the tank. At the same time you are adding the mature media you should add the fish. This will create a instant cycle and you won't have to go to alot of trouble cycling the tank.
For the Bleach, I'm guessing you mean cleaning the tank. Then it would be 1 part bleach to 20 parts water. once cleaned rinse the tank really good. Then fill it with water and add a bunch of dechlorinator, let it sit for a couple min before rinsing again. Then it should be good. Vinagar also helps to get rid of lime and calcium build up.
