I'm afraid you need more than one permit if you are engaging in commercial activities.

I sell fish all the time. No permits, no business. I breed fish, and I find a market for the ones I don't keep for the next generation or give to friends. I have an agreement with a local store owner and generally trade fish for fish food or store credit. It doesn't pay well. I also sell fish in aquarium club auctions.
I've worked with wholesalers who sold fish on a large scale, and they had all the necessary permits and such any business must have for taxes, etc. But hobbyists selling fish don't make a lot of money unless they have found a rare, in demand species.

If you are only selling a few fish that you breed then you don't normally need a permit to sell them. However, some countries might require you to get one if you plan on selling lots of fish regularly or have fish ponds that are near natural waterways.

If you sell a lot of fish and start making a decent income, you will probably have to pay tax and might need to register as a small business.

But for someone who has a few tanks and wants to sell a few fish to the local pet shop, most countries don't need anything. You can contact the local pet shops and ask them if they know whether you need a license to sell but the answer should be no.

^ Yeah, if it's for commercial reasons, like shops do, then you would need a permit. But if it's just casual, like keeping cherry shrimps or guppies for example, and you sell excess then sure you wouldn't need any permits. Just using common sense really, I'm not too sure how it exactly goes down

I'm literally of no use how regulations are in New Mexico when it comes to commercially breeding. But is it your goal to sell to private people or to stores?

Eh a good mix of both but I am stationed out of my house and want to do it to mainly private people

I don't think that you'll need a permit. But again, I'm not a resident of New Mexico to give you a proper answer.
