Ok, so the title may be a bit misleading here.  I am not actually sealing a tank but rather an insert in a tank that needs to hold back water.  I do not have any aquarium safe silicone at my house right now and neither do the pet stores near my house.  This tank needs to be done withing this week so relying on shipping may not be reliable enough.  Does anyone have any suggestions as to how to seal this insert to keep water out? (the insert is Styrofoam)

Some hardware stores sell aquarium safe silicone.

I would think Krylon Fusion or 100% silicone from somewhere like home depot (make sure its GE 1 -- no mold inhibitors so definitely not stuff used for bathrooms)

Thank you for the fast reply, I will try and find that tomorrow.
