Sand

You can put 125 litres of sand in a 125 litre tank. Would need the exact dimensions of the four footer to work it out for that one.
 
it depends on how deep you would like it, my tank is around 5ft and i used 1 and around 2/3 bags of 25Kg senegal sand thats 330L tank footprint of 54" by 19" and i have roughly 1" of sand at the front going to around 3 to 4 at the back, also depends if you plan on plants, plants you will need more depth like mine at back as i will be getting plants where as you could just fill it with say 1" tall or maybe not even that depends on what looks best to you,

but to actually awnser the question probably 1 bag of 25kg may just do it i got mine for £20 at my lfs or you can get play sand like 80% of the price to my sand but i wanted the colour and looks :D

actually the gaps between each grain of sand would reduce the amount of sand by 10%

i suppose in depth wise you could put in about 2-3 inches in the bottom but in reality you could put in as much as you want.
 
I would say yes 2 x 15kg bags you may have some left over :)
