is it bad for the rocks to be sitting up against the glass?

As long as there's no way of them slipping and hitting the glass they should be alright. Be careful that they are not exerting pressure on the glass either, ie. propped up by the glass.
I usually leave a small gap just to be safe and this also makes cleaning easier :)

Yes, most people don't recomend leaning any objects inside the tank against the glass... I suppose it is ok if the rocks are small, but there's also danger of scratching them as well...

Personally, I'd rather not lean them against the glass - leave a small gap as Aquascaper suggested.
