I'd be hesitant to put a betta in with tetras since all I've heard is that tetras are known fin nippers... *shrugs* But since I've never owned any I can't say this from experience.
You could try it and just keep an eye on things.. make sure the betta isn't picking on anyone and that no one picks on the betta.
